Thanks to the reauthorized Individuals with Disabilities Education Act (IDEA), signed on December 3, 2004, states are required to have a performance plan for how IDEA Part B will be implemented. Each year states must publicly disclose their State Performance Plan (SPP) and Annual Performance Report (APR).
